I believe that the palace itself is closed to the public for all but two days of the year (2 Jan & 23 Dec). You can still wander around its outskirts and visit the gardens.
You can’t really get a close access to the Palace all year round. Only on Januar 2nd and December 23rd. I was there in January 2nd to see the emperor and his familly. It was so crowdy, like usual crowd with Japanese people
A must see when in Tokyo and always a plus if you can spot a member of the royal family 🙂
