There are many things in the Takamatsu Symbol Tower: offices, conference rooms, a tourist office and many other things.
However, in the third (or fourth, I forgot) floor, there’s a place for kids and teenagers. A place for them to study, read (there’s small library), get together, in other terms, a place designed so that they don’t hang out in the streets and be up to no good; although Japanese kids don’t seem to be much into that compared to their Westerner counterparts. And among all of the activities that one can do there, there are some “educational technological toys and games” for children… or big children as you can see on these pictures:
